Current implementation in Bullet and ODE is enforced using impulses, which enforces force/torque limits when calling Joint::SetVelocity. Current implementation is engine dependent. See for example ODE implementation in ODEHingeJoint::SetMaxForce. Note this functionality is not implemented in DART and Simbody. Note that the unit of force should be consistent with the rest of the simulation scales.
